Permitting parallel importation thus is a sound economic policy which creates a consumer benefit. It is fully justified and mandated under the historical judicial and statutory precedents, and therefore should be given the uniform application suggested by the regulations. Parallel imports cannot be disallowed under the current law without some specific change directed by Congress.
